Instructions
- Begin by preparing the vegetables. Peel the onions and finely chop them. Peel the carrots and cut them into small pieces. Wash the bell peppers and tomatoes thoroughly. Remove the seeds from the bell peppers and tomatoes, then dice them into small cubes. Set all prepared vegetables aside for later use.
- Heat the olive oil in a large, deep frying pan or sauté pan over medium heat. Once the oil is hot, add the chopped onions and sauté them for several minutes, stirring frequently, until they become translucent and fragrant. This process will help to release their natural sweetness and form the base of the dish.
- Add the mixed ground meat (pork and beef) to the pan with the onions. Break up the meat with a spatula or wooden spoon as it cooks, ensuring there are no large lumps. Continue to cook the meat until it is evenly browned and cooked through, which should take about 5-7 minutes. Season generously with salt and pepper to enhance the flavor.
- Once the meat is browned, add the prepared carrot pieces and diced bell peppers to the pan with the meat and onions. Stir well to combine all the ingredients. Now, add the bulgur and pour in the water. Mix everything thoroughly, ensuring the bulgur is evenly distributed throughout the pan.
- Reduce the heat to low and cover the pan with a lid. Allow the mixture to simmer gently for about 10-15 minutes, stirring occasionally. During this time, the bulgur will absorb the water and soften, while the vegetables become tender. If needed, add a bit more water to prevent sticking.
- After the bulgur and vegetables have softened, add the diced tomatoes, a splash of tomato paste, and two pinches of Sambal Oelek to the pan. Stir well to incorporate all the ingredients evenly. Taste the mixture and adjust the seasoning with additional salt and pepper as needed.
- Continue to cook the mixture uncovered for another 5-10 minutes, stirring occasionally, until the tomatoes have softened, the flavors have melded together, and the sauce has thickened to your desired consistency. The dish is ready when the bulgur is tender and the vegetables are fully cooked.

Notes
